Maybe Brownie Was (A Little Bit) Right

I have a hard time imagining that anyone who was anywhere near the administration's "planning" for the post-Katrina relief is entirely blameless, but (and I never thought I'd say this) it actually looks like Brownie might not be as much of a screw-up as once thought.
